Look at first you need to provide a valid colateral to cover the ammount you wanna, second your interest repayment its quite low, for a highe risk.
By now you should know how loans are given in this forum. No one will prefer to discuss through skype. I think your account is not worth for that much amount and you should provide a signed message from old address you posted in this forum.

Imho, the collateral that you offer dont have the value to cover the loan amount that you ask...
