That scammer was selling btc today for paypal and now he is buying btc with paypal.
Regardless if it's buying or selling, just trade with caution specially dealing with Paypal from a Newbie.
Escrows cant help either because of the window time given by Paypal for payment to be reversed.

Paypal is reversible we all know that. Especially with a newbie with no trust...
