Is this actually safe to do?  From what i know you can use a credit card to buy these funds and most people who sell these funds are the ones who are unable to withdraw the funds since pokerstars funds are sent back to the funding source, correct me if I am wrong.

I have used pokerstars for a while now and i have seen how it works, and how difficult it is to get funds withdrawn to a different funding source. 

Yes, I could use a credit card, that's why is better to ask for the transaction history and the nickname of the player so you can check that he is a real player and his account has history.
