but me specifying again me want 1 : 1 rate of preev or in simple langage will pay exact amount what the rate of preev website has
im still looking for it get btc need 700 $ worth btc can pay via escrow or middle man which will be safe for both ... my payment methods are payoneer paypal and skrill ...

I think you'll have quite a hard time for people who would agree for 1:1 exchange of paypal funds to btc because it is risky specially with the fact that you are a newbie and paypal fund is quite hard to convert into cold cash unlike btc and off course sending btc also incur transaction fee so if you want 1:1 person who would agree with you will have losses. Come to think paxful asking 1:.75 ratio.
