i dont think anyone will do this at all, and if they do they never experienced a charge back done to them feels.
Its probably the worst feeling ever, and paypal isnt really attractive in general on a doing bitcoin transactions.

He's not trying to exchange anything, op only wants to scam someone into sending btc, and reversing the payment afterwards,

not a valid collateral. you can send funds from A to B, offer B as collateral, then do a chargeback with A.
