Bittrex has asked people that have multiple support tickets for the same issue to log into their support account and delete all but their original support ticket. If they are trying to f*** people then sending them lots of extra tickets is not going to bother them one bit if they are processing all of them by hand like they say clearing out extra tickets will help speed it along.

you need buy include with the documents, in case if someone try taken back the acc, they dont have original documents.

Yes, it would be trivially easy for someone with enhanced verification to take their account back. The case would probably take weeks to process, but the account would be frozen in the meantime. They could claim their account and email were hacked, provide ID and recent proof of address that match the account, and their IP log will appear like the original account holder. It would probably be an open/shut case.
Also, most people willing to sell a verified Paypal account are probably selling hacked accounts. I assume the same applies here. If it were me, I'd be worried that the buyer would transfer darknet market coins or otherwise illicit/blacklisted coins into the account, or otherwise get me potentially involved with shady stuff.
I understand why there's a market for this, but I would be too paranoid to be either buyer or seller in this situation.

If your only purpose is to trade on Bittrex I think you don't need an enhanced account. But if you are trying to pull out your funds or coins then you really need to verify it. Have you already tried the Basic verification where you will only need to provide your birthday and address then you are allow to withdraw up to 0.4 BTC worth of digital currency equivalent per day and make sure that 2FA is enabled. Well, you can do that with your own account unless you want to risk your identity.

Be careful of the newbie trying to sell a verified account. If he has hacked it you will lose access to it very quickly, so probably better to only deal with more trusted accounts.
