I believe bitpanda's website can detect if they are not real phone numbers or not just like paypal can with seeing that the phone number does not have the same name as on the account.
I don't know how they validate this but that is the message that's displayed on the screen when they do this.

But it needs to be approved by them because the ones that I provided keep saying that "We can not send a sms to the phone number that you provided." or "The phone number you entered in is a country we do not operate in."
Those were US phone numbers.
