So I started on your next project but I just don't have enough free time to create the animation you require. I requires one to recreate many images from the original to craft the illusion of motion and that smoke/fog background is just too much to manipulate. This is all I can do for now... maybe if I have time I can pick away and make it awesome but don't count on me. Maybe when I retire...
Also, the original image is 640X960 so in order to make it square (244X244), one has to crop and read minds... this is a very difficult task.

Water flow effects are very basic while creating GIF images. I want to try for your requirement if you pay a decent amount but through escrow. Hope you will not need any additional improvement other than you have mentioned in OP, if so I need to set my price based on your further enhancement ideas. Please let know if you have already got your work done.
