There are already alot PTC script available on the market. Cost from $5 - $250 depending on features you need.
You just need some techie work to modified it to your specifications

I need a programmer to code a script similar to sites like bitsforclicks.com, coinadder.com, btcvic.com

Features Needed :

Accepting payments in btc from advertisement sales
Withdrawal feature with Faucetbox upon reaching xxxxx amount
Registration/login option with email/username password
View ads feature
Google recaptcha or something similar on every step like login, purchasing ads, viewing ads
Affiliate commission feature
Bulk emailing feature to all members (optional)
Bonus feature like 10% bonus on clicks for x days, 10% bonus on advertisement clicks, 500 satoshi new year bonus
Currency must be used as Satoshi not $ or mbtc

These are those main features I need. Other smaller I have forgot which I will include later
I only need the script not template. I will be hiring another user for designing stuffs
