There are many website where you can make your own website easily. You can make simple website. You just only need to buy a domain. So try this and if you fail then hire a developer for making a website.

You can attach to your site a link to the token sales office (ICO).
You can also generate a smart contract to create your tokens.

If it's just a basic site, i'd say it would only take me a couple of hours to do this (a simple page without a design, but with all the functionality you described)... I can't imagine charging more than $100-$150 for it.

It will be easier for you to watch some Wordpress youtube videos and do everything yourself.
