Whats the difference?

dedicated IP is a constant ip, dynamic changes everytime you connect to it

Whats the speeds like? how much reduced is it?
For PIA, I really can't tell the difference between using them and using my broadband internet connection without a VPN. I assume that latency increases somewhat and if you use it to download files the speed will obviously be less then without a VPN, however if you only plan on using it to surf the internet, for email, and even mining then PIA works great (I don't use it for anything more bandwidth intensive so I really can't speak for using it for other things)

Whats the speeds like? how much reduced is it?
I notice little difference. However if I were downloading a bunch or gaming, maybe then I would see it.

I'll second that!

Go to their website and request an account in a fake name. (Why use your real name and compromise) You pay with BTC and they email you an account ID and password. I would then change the password, as email is not secure. Once you have your login credentials you will need to enter them in your VPN setup. You can have it auto select a server near you, or if traveling you may want to set one up in the country/region you are visiting.

It is a very good idea to use this anytime you are on a WiFi network you can't trust. For example, hotels, coffee shops, etc.

In theory there is a way to setup custom settings to connect to q different VPN/gateway of your choice.

ITs for my surface tablet. Under connection settings I can add a VPN conection shows up then providers that what I said shows up.

I am not following what exactly you are looking for.

My answer based on your title is to look at the bottom of every page of the forum (private Internet access). They have worked well for me, accept Bitcoin, claim to keep no logs and are somewhat cheap

Its only saying my providers are Check Point VPN, F5 VPN, Juniper Networks Junos Pulse, Microsoft, SonicWALL Mobile Connect so yeah IDK..
