A MT799 is (POF) Proof of Funds! - this is an informational message that the buyer has money to buy at the time of sending this message. No more.
Next comes the signing of the agreement and only then is the payment and waiting for the coins.
No one asks to transfer coins before the seller receives the money.

If your counterparty specifies the beneficiary bank in Africa, this is already a reason to think about the fact that it is a scam. No one will transfer money to Africa.
