I recently used the services of these guys - http://bss-group.org/ . I got this people recommended to me by a friend who bragged how cheap it was but the quality of the service was above and beyond. And it's true, I highly recommend them.
But whether they will help you with the website or not, you need to make a detailed technical assignment in order to know how much it will cost.

The site is going to have more features that the two sites i have written up. This is just a little + for the site.
I am already working on it , but need some help from someone who can code and is good . I am using wordpress to set up the site.
