Good workers know that the site owner will NEED to pay the worker because the owner cannot code PHP him/her self.
It may be difficult and more expensive to ask another PHP programmer to reverse engineer the work of another person.
Web development is an on going thing.
The owner will pay without a doubt.
Actually, this depends heavily on environments. Always code on your own system, then once payment is made, transfer the code to their servers. This, OFC is the method if being paid last.
