I'm on windows 7, I'm not sure that i've save my wallet on my computer, this is why I don't want to uninstall bitcoin core... and I can't send my money on other wallet or blockhain because I can't open the program

Just copy wallet.dat and install Bitcoin Core on another computer. Then change that wallet.dat and save your Bitcoin to a safe place. Then you can re-install Bitcoin Core to your pc.

If you are new to bitcoin I recommend not to use the Bitcoin Core application.
Instead use a lighter SPV wallet e.g. Electrum.

With Electrum you don't have to wait until the whole blockchain is downloaded and synced on your computer.
And you don't need to keep your wallet.dat file save but only need to remember 25 words in order to recover your wallet if your hard drive fails.

Same problem was discussed here: Socket error 10047

If you use Windows XP that could happen. Here's the solution:

Quote
xp: Goto [Network connections], find the [Local Area Network], right click then find [Status] click it. Click the [Properties] button, then [Install] button, click the "Protocol", then click [Add...] button. Select the "Microsoft" from manufacturer, and "Microsoft IPV6(or something i forgot the exact spelling)" from Network Protocol. Lastly click the [OK] button, thats it. Hoping that will really help you. [Don't use that "-onlyne=IPv4" command parameter, just ignore it.]

BTW your bitcoins are safe as long as you have your wallet.dat file! Your only problem is to connect to the network, so don't worry. You can check your balance by entering your bitcoin address here:
