Binance P2P doesn't support the Russian ruble, but RUB is supported by KuCoin P2P, Bybit P2P, and others. If you don't want to undergo KYC, which these exchanges require, you might want to check Hodl Hodl. It also has buy and sell offers in RUB. But it's expected to have low volume. Bisq doesn't have volume on RUB, but you might want to start some activity there. You can also offer trades here, particularly in the Russian local board.
