Since your initial transaction doesn't have an Opt-In RBF, you will have to wait several days for at least a good portion of the nodes to drop your transaction from their mempool. I can teach you how to script another transaction to spend the inputs in your initial transaction. This can be quite of a hassle, I can try my best to help your confirm your initial transaction if you want.

I sent the parent transaction( to third party) but presume that wouldn't give me the private key( or would it?). Sorry I'm clearly a novice in regards to this. I do greatly appreciate your assistance in my dilemma.

Do you own the private key to the parent transaction(9cb2b4291...)? If not, it will be extremely hard to cancel it.

You probably can't cancel the other transaction(b3b682777fc5358...) though you own the private key. Trying to spend it again would present the same issue. It probably won't get confirmed either, the dust output prevents good propagation. I can teach you once the parent transaction confirms.

I can try to accelerate your parent transaction for you, no guarantee that it would confirm shortly.

The way Bitcoin works is that for a transaction to be included in any block, one of the requirement is for the inputs to all be confirmed.

The parent TXID is 9cb2b4291ed59a5a32b28b02af771ce992f3806c367dcc85a60bb3172efaec92 and it is unconfirmed. That transaction has 0.0004BTC/KB which works out to be 40 satoshi per byte, which is VERY VERY low. At current network conditions, it may take up to weeks or even months for it to be confirmed.

I would assume that you made a CPFP transaction which attempts to use the child's transaction to pay for the parents. The child transaction is b3b682777fc5358ea6029f37e23609e62ddd67da1d83c62a5086c4ec824fc2bc. The child transaction pays a fee of 0.004BTC/KB which is the norm for ordinary transactions with the inputs confirmed. CPFP requires fees that is way higher than that. Additionally, the output is 874satoshi which is below the dust amount for reference client. It will not be relayed by most of the clients and most miners won't see it. It would probably cost more for you to spend it in the future.

Tl;Dr: The child and parent transaction will both probably not confirm in the near future.

I can't complete the following transaction and I dont know why... can someone advise?
