You'll have to wait for a response from BadBear. It's possible he may have forgotten to make it temp I suppose (think it happened once before or he forgot to add the length and someone mistakenly thought it was permanent (could be wrong though)).
I haven't used this alt account since the ban except for my ban related posts in the meta section.

making an alt account and enrolling in a sig campaign right after you get banned is a great way to extend your ban

I was banned for 30 days on February 3rd, 2015. And it is still showing I am banned.
