I should say go for the gigabyte version. It has 3 fans, though it goes a little bit hotter maxed out when compared to both at max settings.
Higher dissipation is better for lasting GPU. Also have you tried looking at the classified ads for used GPUs?

Trust me I would love buying the 7950 and would love even more buying two of them. Unfortunately I have budget problems, additionally there's a graphic cards shortage where I am located and time is of the essence for me here
That's why I looked at dozens of cards and at their price, availability and performance until I narrowed it all down to these two options, which I personally don't have enough knowledge to determine which one of them is superior to the other, if at any.
Do you have an idea?

7870 is is good. But I would go for a 2 7950 setup since it has the cheapest hash/$ ratio. Also Sapphire will be cooler because of it's design.
IMHO try to save more for a 7950 that has 3 blowers so it will last a little longer.
