You should take a look at the Digital Goods section of this forum. There are a some offering these 'VCC . I haven't personally tried any of these yet, so do your due diligence.
This one, https://dreamweavervcc.com/product/paypal-vcc/ seem to have been in business for over a year, here's their thread. You can probably ask those who sell if they can help with what you're looking for.

You are right, It is VISA and you can't pick the first digits of the virtual card. They are issued by provider. All websites I know that offers virtual (bitcoin) debit cards I asked already and even ordered some of them, so far no one was what I am looking for. They are so special for me because they working for me on some websites, when others don't.
Ask this guy as this provides lots of virtual credit cards and maybe he have any of the special prefixes for visa cards.

I haven't seen anywhere where you can pick the first digits of the virtual card, you may ask the websites that offers virtual (bitcoin) debit card and ask them if they can ask the issuer about these prefixes.
