Sending an empty box from US can lead to unexpected incidents like facing many security breaching questions.

I've witnessed an escrow/anti-buyer protection scam where an empty tracked package is sent to someone who purchased an item, so that there would be a record of the package's delivery, and the arbiter would be compelled to reward the scammer. If the recipient didn't take delivery at a post office or common carrier pickup site and open the package immediately on video rolling from just before the moment it was handed to them, there wouldn't be enough proof to rule for the buyer.
