I am just a noob if you ask me. But what will be somewhat 'normal' price for a service like that? Obviously 3-5 BTC is way too much. So reasonable price is?

I am running windows so I can't compile, tried the instructions with no avail, so I'm paying someone to compile. I haven't done the initial compile. so you will need to do that, mine the first block for the genesis etc add it to the source and recompile. Or I'm willing to pay for all the files, and dependencies,

Have you thought of developing the coin in Linux and then worrying about compiling the Windows wallet? If you can't compile the Windows wallet (setting up the dependencies can sometimes be a bit tricky), you can then hire someone to compile the Windows wallet. This should save you quite a bit of money.
