what rates are you paying for the paypal exchange or withdrawal service? Even if your country has banned paypal i have a few options i can provide for you and you will have control over your paypal funds and you will be able to withdraw it to btc.

Paypal is not valid in Pakistan I main Pakistan is one of those countries that PayPal not accept so i think funds that he have maybe stolen or he is using some hacked account
