If you'd like to start a giveaway, the you should start is the the Games and Rounds section, aka https://bitcointalk.org/index.php?board=71.0.
Also you are asking what the address belong to? You should know it when you are sending a transaction. I won't send bitcoins to unknown addresses, and I rarely create new address for change as when I review the transaction, it will shown as an unknown address.
BTW my address is 17sy7mX9t8CsnYM39bs4pQ3aVtgeanyu63 if you are really giving away bitcoins. Remember to add a higher fee in your tx as it will take hours or even days to confirm if the fees are too low.

You might want to check out walletexplorer.com. The address is not yet in their system but once it is, and youre lucky, they might be able to tell you which wallet it belongs to.

It is a website that connects the dots if dots are available.

Nevermind it just took an extremely long time and the address was different that I remembered sorry for wasting anyone's time. I have already to lost btc twice in teh past hour. Tried to use a scam btc to paypal site. Sorry. The address also wasnt static so it had changed.

How are you losing BTC, what exactly are you trying to accomplish? If you tell us in detail if it is not a problem we might be able to help you not lose your Bitcoins. If you're looking to convert your BTC to Paypal then I would suggest you *not to*, you'll end up getting scammed through cashback.

I think No , unless it's public address belong to charities.
Tried to search on google - 1LSeqFM2Jn8DNvZgcxmohybaf2xMRm1pcF - did not match any documents.
