I'm hoping to raise the payout and referral %, but I'm using the faucet to bring traffic to my main site and am waiting to see what percentage of faucet users end up on the page linked in my signature below. If the percentage is decent the rates will definitely go up, but if it isn't I can't afford to raise them. Basically I'm sticking my toe in the water before I jump.

For a new faucet, i think you should increase the reward & referral commission to gain more traffic first.
