if it is a convenient service, why not other exchanges apply it? Or what took an exchange so long to show up and allow users to withdraw money using cc?

I just saw a tweet from btc-e announcing that "Withdrawal on debit/credit cards VISA and MasterCard is now available".

From bitcointalk topic=76394.0, I see that such a service is previously operated and then discontinued. Indeed offered by a site named aurumxchange, which is currently shut down by US gov.

Now how is that possible in general, especially for a shady exchange like btc-e? (extensive discussion about shadiness is something else) Now your ideas about this service.
