How are new coins available on exchanges ? Who decide to put these coins on exchange ? What are the steps to put a coin on an exchange ? Are they some decentralized exchange where to put any new coin ?

Thanks for your contributions
As already mentioned in the answers here, each exchanger provides its own conditions to list new coins. Livecoin for example requireres a few thousend dollar and a solid prooves the seriousity to the ICOs. Yobit, as I remember, has the condition, that your project is already published on bitcointalk, novaexchange has a voting system for coin implementation. Each exchanger, who supports the implementation of new coins, has a section, where you get all needed conditions for offering your coin.

I really want to know more about this questions...  I have bitcoin myself but I am curious about this new cryptocurrency RISE they say it allows you to pay your bills, rent, or even buy a new property. Moreover, this Rise has tried its best to bridge the gap between physical and virtual currencies...

Every exchange has its own procedure to list. While some are stable and established exchanges which take high fees as well as strict term to list new coins. Whereas some are new and small exchanges which take fixed fees or create poll and list new coins.
It is always the developers of coins who talk and negotiate with exchanges to list coin.
There are some decentralized exchange popularly call DEX like Etherdelta and several others in ICO stages. But I really feel that while trying to build something better, we are actually getting worse as DEX can be easily manipulated by bots or mal trading.

You can place it on
- yobit.net easily with submitting around 1-3btc for exchange purpose.
-novaexchange.io
-coinexchange.io
It depends largely on how you promote your ICO and create generosity in users that they buy your coins through any exchange.
Best of luck

Seems like ED is a popular place. Not sure if they need to approve anything?

EtherDelta doesn't require approval for trade. Since it's decentralized, all you need to know is the token's contract address as you can start trading any token.

I will invest some time understanding how ether Delta works. And what about tokens built on another blockchain. I think we really need some decentralized trading place for our favorite decentralized tokens !

Every exchange have different criteria. For example one are requiring donation of 1-2BTC, others are adding new coins by voting. Third required a donation, audit and voting. You could easily get a exchange specific information by Googling 'exchange name + adding new coin'

Take a look at Cobinhood - new exchange with 0% fee that will eliminate many of these problems.

Just contacting the people that has an correlation with the exchange site and you will be able to make a negotiation with the exchange site and if they agree with your  negotiation and your coin will be added on the exchange site, Remember you can pay them with some amount to get listed on that site

I normally see new coins on coinmarkets first, followed by Nova exchange. I have provided the links below.

Thanks for these answers. I might have a look for a decentralized blockchain based exchange service that could potentially accept any new coin.

If you have any suggestion of such existing service, please share

If you have an Ethereum token, it can be traded on the Ether Delta decentralized exchange - https://etherdelta.com

A visit to tlyour preferred sites willngive you the requirement to list your coin. While some would rely on voting, others would required you to pay a fixed amount and some conditions to be complied with as you want it. Also, some site will want you to pay a fee and also express voting to ensure that there is a market for the proposed coin. Go to the how to add a coin section and you are good.
