I don't think he will keep this referral rate for long time its just promotional trick and later in few days he'll take it down.

Yeah it looks like his minimum payout is down to 100 satoshi as well and the balance is under 10,000 satoshi so it won't be long until the faucet dries up.

800 (92.7%), every 60 minute is quite nice with 120% referal commision. But i doubt it will not be sustainable rate for your faucet if you can't afford to load bitcoin from your pocket for some time.
