I was under the impression that the core of Mars was solid. Is there still active lava flow under the mantle of Mars?

No, from what I understood Mars had water long time ago but because of this there is still possibility for existence of some primitive forms of life. Still, this have to be research.

My personal opinion is that Mars has a liquid core but made of very lite materials or moving much much slower than earths. I'd ask NASA but they struggle finding anything these days. If I had NASAs budget I'd have someone on Mars by now.
That's just my opinion. On a side note theres also water on Mars and it could support a small population.
