So I had to make 2nd account because previous one indicated of IP blockage and asking me for 400 satoshi fee, upon searching on reddit I found out that making new account and changing your dynamic IP should be fine which it did work.

For me i am glad to welcome you in this forum that called as bitcoin. A bitcoin that has a potencial that it makes more life better and progresser more. Being part of bitcoin now is showing also that you are a part of change and great help by the bitcoin works and its goodness. You can be a good part of community when you are able to make ot growth by any aspects of this world. Welcome! You will play a positive part in this community as long as your intentions are good and you are here to acquire and share knowledge. There's a lot of information here, at times it can get a little overwhelming with so many opinions and technical terms. But don't fret, take in as much information as you can and formulate your own stance. I would suggest starting on this thread for beginners, as you have done, and try to learn as much as you can. Don't be afraid to ask questions, but also be thorough and search the forum for your question before you ask it. As others have mentioned, there is an over-saturation of "i am new here" "what are the best wallets, exchanges, etc" types of questions that have already been answered.

welcome to this forum if you really new and don't know anything about this forum you can start read some sticky thread in every board for develop your knowledge...

I think the forum policy is to discourage welcome threads because there are so many new members joining, and they often turn into spamfests.
I would advise you to read the stickies at the top of the boards. There is a ranking system here, and it has three components. It isn't that difficult to understand, but it triggers a massive volume of spam posting, especially the new(ish) merit system. There are numerous threads in the Meta section about it, and I would advise you to read those, rather than ask for an explanation in a new thread.
The board is a great place to discuss Bitcoin and cryptos in general, and I hope you enjoy your stay with us.
