Hmmm, I don’t think that creating a new ICO and connect is easy. I believe you will need a lot of capital to fund the project and if you are planning on creating new ICO and coin, you better plan on your security, cause I have seen most of these tokens get hacked by the bad guys on the web, who spend their time looking for where and what to steal.

A little research really on google would have helped you. Use these links to get yourself the information you need. However, you have to realize that creation of coins/tokens can be in two ways and the easiest is making use of Ethereum smart contract.
