Do you happen to have 110/120 where your plugging it in?
what he said! you need a 240V outlet... that or a step up transformer on a 120V outlet that is on at least a 20 amp circuit without anything else plugged into it, assuming you are only running one.
It is the most common reason on these PSU's. Sadly some people don't read the 205+ Volts. They just see a server psu and think it will work great with S7. But as you mentioned there might be wasy's to get it to start on 120.
But instead of trying to get it to start on 120 I would get a 220/240 line if at all possible. It comes in handy anymore with bigger miners. A step up is like a band-aid a line with 220/240 is a real fix.

Depends on what your options are. I know I had area for a mining area, and with a family members help was able to wire it up and put in some 120 and 240. (120 I had some of the equipment already so that is why not all 240). I owe philipma1957 for some help on 240 especially on items to get.
A think you will find more on here who deal with electricity on miners then you expect. But yes some are stuck with a electrician and that can be pricey. I know I thought about having one do mine... but after he saw miners he gave a quote on one 240 line ran 10 foot or so for over a thousand dollars, needless to say I found other options.
