Linux is free. You would have to buy Windows (and I think it slows it down a bit). Even simple Ubuntu can handle it.
I am not entirely sure, but I think any new modern mobo and cpu could handle it. Some people are even using Pentium 4 processors taken from old systems. Most mobos will only support 1 or two pci x16 cards. If you want future scalability then you need boards with 4+ pci x16 slots. Those can run $200-$300. Since you are probably not using a gigabit connection you could do with the network cards rated at 10/100 mbps. There are lots of cheap boards that can do the minimal thing. Most everything will be running on the gpu so the processor doesn't need to be much.
Since you don't have to pay electricity it doesn't matter what processor wattage you choose. You don't even really need much of a hard drive, anything will do. Minimum of 8gb for linux and bitcoin would be plenty.

whats the best software setup, cheapest processer i can get away with, mother board ect...
ps: I have free electricity thanks to shared office space so i wont have negative profits and my expectations arn't high, i just want in.
