Even if you were to ban accounts, the user can just use a VPN to create a new one.

Scammers deserve to be fed to fire ants, but if they decide to come after you legally, that sounds like you could be on the hook for libel.
In this day and age, even a known scammer (if he/she/it isn't convicted) has rights under the law.
Or even if not that, if you accidentally post anyone who isn't a scammer, then also you'd be in a lot of trouble.
