If you are making an attempt to sell something, and is unsolicited, it is most likely PM spam.

Well that probably all depends on whether the recipient feels it's unsolicited spam or not. If they report the PM then it will be up to a Staff member to decide. If in doubt I would advise against sending it but that's up to you. If you're just going to say hi to try get them to check out something you're promoting then it'll likely eventually be seen as spam by someone and reported.

I saw a post which caught my attention as having value and making a good point. Can I PM that person with a friendly 'Hello' and see if our interests and goals might be similar? If the post I react to, and my "Hi, I liked your idea" is genuine, then is it OK to send an "unexpected PM" to fellow Newbie?
