There are three tiers of government in Nigeria; federal government, state government and the local government. The third tier of government beig the local government as recognised by by the Nigerian constitution, supposed to be democratically electing LGAs Council chairmen and receive allocation direct from the federation account to carry out their constitutional obligations. But the reverse is the case. The state government to suit their political agenda and interests the State have maintained control and domination over local governments allocation through state joint local government accounts and appointing caretakers over the affairs of the third tier Which is unconstitutional.
The local government is the closest tier of government to the grassroot both in rural and urban areas and their are obligations and grassroot project ought to be carried out by the but state governments keep absorbing the division of responsibility of LGAs for selfish reasons and states want it to remain so.
