Have you tried Betway already? according to this Article, betway main sport is football, so I think this would be the one you're looking for.

I'm sure there will be some small niche sportsbooks which target the Nigerian market, but there is good reason that most of the large ones only target the established leagues in places like European - corruption. There is corruption in every country, but it is more rampant in some country than others. Sportsbooks have a lot of their own money at stake, which is why they tend to offer bets on only the biggest games, because the footballers and officials involved are more highly paid (less likely to rig it) and most are televised which deters cheating which is usually quite blatant. The highest level leagues in Nigeria are probably safe, but as you drop down the leagues it'll be more easy to throw off a game to get a favorable result and a huge payout from sportbooks.

You can always bet on Nigerian football clubs online but I don't know about the casino thing. Most football betting companies have stakes for Nigerian leagues and that is very much active. Regarding the casino I don't know how popular the league is so far on that.

I don't know because it's not very familiar and even after I checked, they have a league with the name NPFL which has also only been running from 2013 which in the previous 2 years went by the name Premier League before becoming NPFL. For this reason, I think it will still be difficult to find a sportsbook site where bets are available for the Nigerian local league NPFL, but if you are a local from there you will probably find a local site that you can use probably easily too.
