can anyone trace better than city/country?

That's a VPN so it wouldn't be the real IP of the person anyway.

Hopefully the moderators can ban the IP and stop these criminals from trying to scam users.

Ip and account, Even then they would just make a new email and IP via Tor.
Basically, Ignore anyone asking you to "click on" or visit/download anything unless you know something useful about them.

For example, if someone with <10 posts contacts you, Assume its either Someone who doesnt really know what they are doing (A real newbie) Or that they could be scammers making many accounts

they send a link via private message calling it escrow. It is  key logger.

Avoid most .exe files, unless you know where you're downloading them from. Such as reputable sites, and programs.
