I confirm this is a bug. You can currently ""fix"" this by copying the whole (watch-only) wallet to the offline machine and making the transaction then, saving it and transferring it to online computer.

So I've been playing around with my Trezor and Electrum since the beta releases.  One thing I notice is that I cannot load an unsigned transaction (created in "watch only" when the Trezor was not connected) and sign it with the Trezor.  On both the Mac and PC version (latest) it doesn't give me a "sign" button.  Am I missing something or is there a plan to remedy this later?
