Not only North Korean govt agencies but I believe that many other western government backed agencies might also be trying to exploit some loop holes to get into these exchanges. Our governments are into hacking and illegal stuff more than we can ever imagine.

KISA claims that Cyber criminals based in North Korea have intensified their malware attacks against digital currency users and service providers in South Korea, and also targeted digital currency companies in the country.
KISA has monitored a 370 percent increase in malware attacks in 2017 as compared from the figures in 2016, with the criminals aim being to steal and taint the image of digital currencies.
It is expected that the attacks on Bitcoin service providers and other online services in South Korea will continue to intensify in the near future unless a strategic action is launched to thwart the attacks moving forward.
