Maybe if the legislation applies to how they handle personal accounts too this could help prevent paypal from closing accounts doing transactions for bitcoins as well?

Could be a good thing in the long run.

I'm not totally sure this is bad for Bitcoin. It seems like it will keep Wikileaks and freedom of payment in the news, which could generate more mentions of Bitcoin and instigate debate on monetary freedom, especially in the wake of the WordPress news.
