Find a good dev or team leader is not harder than have a good idea and a enough budget.
Usually, the best person works for the experienced and proven one because they don't want their ideas and skills to be put to wasted mate. Not to offend you mate. The best thing you can do is offer them a higher amount of payment for you.
I'm looking to pay my team. So anyone who can help me launch my coin will get paid cold hard fiat cash!

Other than trying to find people on this forum you might want to try to find via reddit, ethereum forums, angel.co , crypto.jobs , cryptocurrencyjobs.co, cryptojobslist.com , blockchaindevjobs.com etc.
I don't think that it will take you long to find developers but it could be hard to find good ones that are not taken since this is fresh field in terms that there is a shortage of good developers around. Wish you luck with your future project!

Having hired several people through Upworks in the past I can promise you that good & clear communication skills are also essential.
I outsourced a relatively simple (but tedious) task to a decent worker but unfortunately he had poor English skills. The requirements were not understood so the delivery never added up. Ended up scrapping his delivery and therefore wasting money and even worse: time!

English is not the only mode of communication.
There are a lot of Chinese, Japanese and Eastern European developer who have untouchable projects despite them not speaking too much english if any at all.

I don't think you need an adviser, you just need to find yourself a good head programmer who can assign tasks to everyone else.
If you want to build a good strong cryptocurrency, I guess you have to do all the management on your own and allow your lead developer(s), testers and directors to help whenever you need them. I.E. a lead developer may suggest new innovative ideas that aren't currently in use such as a new, exciting algorithm your team/cryptocurrency could adopt to make itself better in some way such as being close to "asic-proof" or have an algorithm that hashes to an advanced state that it is theoretically "quantum-proof" up until a certain amount of power/qubits are generated in one processor.

I think is will be great place for you since you can speak them in real.Meetups are a great idea for gathering a good stead on this. It'd have to be a Bitcoin and altcoin meetup (not just one only on Bitcoins or certain cryptocurrency) as those people are generally just after making that currency grow instead of others - cryptocurrency meetups happen quite often in major cities - and even some less major cities in wealthy countries where there is enough interest.
