How does this indicate "understanding of tech"?
I mean it in a broad perspective.

This President believes in technology, free speech, and the two correlating with each other in an anonymous fashion.

My understanding is that its voluntary and that as a first step, the "do not track" option is being respected when users select it.

The Federal government has no place in regulating our computer hardware. Consumers already have unlimited rights in choosing what information they put on the web. There is nothing the government can do to enhance that; it can only limit it through this proposed legislation.

This will enable the executive branch to exercise influence and have control over companies that take on this legislation. They will be able to indirectly pick and choose the innovators that succeed in the tech industry.

It's a dangerous trail to go on. Give them a little and eventually they will consume the whole thing.

"The Obama administration is calling for stronger privacy protections for consumers as mobile gadgets, Internet services and other tools are able to do a better job of tracking what you do and where you go.

Administration officials outlined a proposed "Consumer Privacy Bill of Rights" on Thursday and urged technology companies, consumer groups and others to jointly craft new protections. Such guidelines would initially be voluntary for companies, but those that agree to abide by them could be subject to sanctions for any violations.
