On my completely unbiased opinion, the online dice games with provably fair tech are better, because they offer lower HE and it's simply more convenient.
But not everyone love to bet online for many reasons, mainly because they feel no thrill while betting online so OP looking for a place where he can bet offline and also legally there is nothing wrong with that but about the convenience part it depends upon that user.

If the population of the world is 100% the possibility of 83% population betting online is there,because internet has dominate all over the world,I personally refute the fact that not everyone love bet online.

The demand for offline play is high in Italy and Europe But betting is entirely up to us to require risks without proper knowledge this is often why many of us don't make themselves more efficient by playing offline than before playing online. But offline gambling is against the law in many countries action is taken against it but many don't know it within the case of online.

Maybe you seek for illegal betting in the way you describe it.
I don't know that you will be able to find that as all countries as legislated under the same law which is the European law.
In Italy luck based games are made as illegal but games like poker and sport betting are still legal and have regulations for gambling industries to run there. I don't think that moving to other country without getting permanent residence still have no special restrictions for sport betting.

You probably don't know me, but I know you - I like to read your posts, but I don't interfere in them because my English is bad. But now I would like to ask you for help. I live in the Czech Republic and betting is becoming increasingly difficult in our country due to bad government. We can legally bet at 5 licensed bookmakers, needless to say, all these bookmakers strictly reject profitable bookmakers. I slowly exhausted all my options and due to other facts I decided to look for a new place to live. And here I slowly come to my question. I have heard that in Italy, for example, it is possible to bet offline, ie in stores, without the need for identification (ie also for people who do not live in Italy). Is it true? Or do you know some other countries where something similar would be possible? I am mainly talking about countries within reach of the Czech Republic - Greece, Croatia, Hungary (I don't want the North, it's cold there). Of course, I know of other betting options such as Pinnacle via brokers, but I don't really like these ways. It is also clear to me that if I do not move to Honduras, for example, I will not receive citizenship or permanent residence in that country and will therefore not be able to bet online in local betting sites.
