This company allows you to upload funds bitcoin that change dollars or euros you to them, but once done says that does not allow you to take debit card, virtual or physical, because you can not use funds from bitcoins.

you can buy anon cards http://offshorebanking.artisteer.net/no-name-debit-card/
poland banks are full of card programs and since Mtgox has a polish bank it would be easy to load them.

problem is whoever runs the anon program has access to your cards, so if you load it with a lot of money they'll just steal it and run away. they also have enormous fees

a better method is just open up an offshore company, and get bank accounts with it. the offshore company is all pseudo anonymous through nominee directors ect.

people stop dreaming about anonymous debit card, except for low value gift cards all debit card providers(banks) must comply with KYC(know your customer) and AML(anti-money laundering) laws

ok, you got my attention.
can you divulge more ?

Not until the negotiations are worked out with the credit card processor.  I will be offering an instant bitcoin to prepaid credit card service.

Can you pay for the okpay debit card using bitcoins?

Can I only recieve the virtual card and refuse the plastic?

For as far as i can see you have to have an okpay account with a minimum account of dollars in it to buy the card.
then you can fill it up with bitcoins.

i just stumbled across the Okpay debit card and for as far as i could see it looks promising. but i have a few questions about it.
- can you fill it up with bitcoins ?

It is a prepaid debit card, denominated in USDs.  You can "top up" your OKPay debit card using bitcoins as the source of funds (which they convert to USDs).

2.5% fee for a deposit/payment.

- do they need your personal data ?

Yup.

- does it work just like a normal mastercard ?

Just like a normal prepaid debit card from Mastercard.

What are the experiences in general with this card ?

I'm curious as well.
