Unfortunately, I get too busy these days and don't have time to keep up with the forum. As @suchmoon said, if they contribute in finding spams/scams, high ranked members merit them.

Brilliant!   Hopefully an increase in action on your thread will occur since the new changes took effect yesterday.  I can't imagine people not grabbing the opportunity thus making the site better. 
Exactly! Regardless, my approach would probably ensure everyone gets merits for their efforts but again nowadays most of the seniors are giving merits if they notice reasonable efforts put in the content. I myself is out of sMerits so I need some time to get the thread back up.

What if we have a 2 for 1 system where if a newbie can ferret out a multiple account scammer with screenshots and links with definitive undeniable proof they will receive 1 merit for the work.  We will be losing scammers at a rate of 2 to 1 with this type of merit scheme at worst case.  Worst case we replace 2 scam accounts with a single scam account.
Formalizing it into some sort of pyramid would just encourage to create fake accounts and expose them to gain merits.
@OP are you talking about scammers or spammers? please differentiate them
leave negative feedback trust to tag scammers and use merit to reward good quality posts
it seems you mixed them and just trying to weaken the system to easily get merit

There is no need for any such system. Some scam busters already get merits for their efforts. Formalizing it into some sort of pyramid would just encourage to create fake accounts and expose them to gain merits.

I can not deny that this system is helping many people improve their knowledge and improve their English, and to me, that's probably a good thing when I know more words, it is very suitable for the society and the environment in which I work. But in return, you are judging people like me too high because what we are talking about is learning a language, it will not be a simple thing for anyone, and many people with high rank always ask for the strict and meticulous in every word, that really is a big problem for me in getting merit

I agree if we could help people learn and tighten up their language skills that would be awesome and very beneficial.  That is more of a long term and on going plan which I think should be done.  The scam eliminator plan is something people could accomplish quickly to prove worth and have some success on the forum.  The benefit to the board would also be immediate which it appears is desperately needed.

I have seen posts here of some of the non-native English speakers talking about how the new rules are hard on them.  I agree somewhat so I started thinking about ways they can contribute without the need of long elaborate posts.  I assume some of our members have different levels of education so I have a soft spot for the guy attempting to climb up the ranks but does not have the required skills or knowledge to contribute at this moment.

What if we have a 2 for 1 system where if a newbie can ferret out a multiple account scammer with screenshots and links with definitive undeniable proof they will receive 1 merit for the work.  We will be losing scammers at a rate of 2 to 1 with this type of merit scheme at worst case.  Worst case we replace 2 scam accounts with a single scam account.  If we get a good guy then the gain is huge as we eliminate 2 scam accounts and gain a valuable forum member.   In addition to this we will be training the next generation of forum members to be on the lookout for scammers.  Also the scammers will no doubt eventually turn on each other.  That's when the fun and satisfaction really happens!  I feel like if we add a few more layers of hell for the scammers they will eventually fade away.  It's barely cost effective to do bounty work at this time anyways.  By the temper tantrums you see you know the new system is hurting them.  I feel like there are more ways to turn the heat up on them while at the same time rewarding newbies coming up the ranks.  This place is brutal on newbies.  Maybe rightful so but we may also be mowing down and stifling potential good guys by accident. 

If the newbie tries a false accusation or does not provide rock hard evidence he gets the boot and gets to start over.

Some key spots where this system could be utilized and effective is patrolling Twitter and Facebook unique post links in the bounty section  You will eliminate massive amounts of people right there as the abuse is rampant and the fraud goes unveiled as they figure no one will click the link.  I will see a run of the exact same tweet done by 10 separate accounts.
