I have opened account at BLOCKCHAIN but I dont have a button to buy bitcoin. I got some message we dont support your country yet(Phillipines), but I just downloaded app while I am traveling to Phillipines. I have bank account in Thailand and Slovenia. Any ideas what should I do to buy bitcoins. I am completely new with bitcoins, so hope this is not too stupid question.

So where you are now currently so that we can sort out those exchanges that supported your location of yours or if by any means, the community can suggest an easiest way to deal with buying bitcoin based on your location.

Buying bitcoin in Philippines is very easy. I was just surprised that you didn't encountered the coins.ph exchanges, one of the popular and big bitcon exchanges in the country. Also, I think coins.ph was also operating in Thailand. You can linked your bank account there. I just didn't know the exact url of Thailand's version of coins.ph.
Yes, that's true you can buy bitcoins through banks that is available in the Philippines using coins.ph with so easy steps. And as mentioned, coins.ph has different service also for Thais with different url forThailand users. Here's the link of it https://coins.co.th Maybe it helps.

If you use VPN, the bitcoins you own in your account would be frozen. You can most likely uninstall and reinstall the app or reset the settings on your mobile while you are in your country. It would reset the location details. Check the bank details once you register again.

I know you're talking about blockchain.info.  They're a wallet and the exchange feature is secondary - the exchange feature isn't even them, it's a third party (Coinify) who offer a service for buying and selling with a credit card.  I don't know if it's okay to use VPN as they'll assume that you're trying to use their service living in the wrong country.  You could always contact support but they might make you verify your identity.

TL;DR: you'd be much better off using a proper exchange that supports the Philippines or waiting until you get home.

I do not think that why you registered on that site using VPN as you can create from any IP even from your own without any restriction and I do not think that they have to do anything with the location. So you can use it they will not freeze your account because of your VPN IP.

And it is a place for sending bitcoin and receiving bitcoin and you will not need to connect it to any bank.

If you want to buy bitcoin then create an account on any exchange and buy from that.

Blockchain isn't really an exchange.  I don't know if they support Thailand but you'll most likely be able to buy from Slovenia.

I assume that they tracked your IP, so the only way you could buy using your Slovenian bank account from there is to use a VPN which makes you appear to be in a country that they support.  It might be a lot of hassle just to buy some Bitcoin through Blockchain though.

Blockchain's buying feature will have very high fees anyway.  You should sign up to an exchange that supports you (probably Bitstamp) and just withdraw it straight away to your wallet as a lot of exchanges are having problems right now and Bitstamp could be next in line.

 and if you are taking about blockchain.info that is online wallet of bitcoin,
you must gives us more detail informations about the service be talked because you just told opened account
