IMHO... as many have stated if you decide to do a pre announcement give 24 - 72 hours.

State why your coin is different and be transparent about the developers and premine intentions for the coin.

Have working wallets on all platforms, but hold off to post them till 30 minutes before launch.

Identify at least 2 pools that are willing to back your launch, but do not give them code in advance... it only takes a good pool owner a few minutes to get their pool working (it takes a good miner slightly less time to install and configure the wallet)

30min before launch post wallet download links in a strong password protected zip file.

Give conf data for solo miners to set their rigs up.

At launch release wallet passwords and links to source code for pool owners.

The result should be about 10-100 solo miners hitting the first 20 - 50 blocks... with this difficulty will rise to about 1.0

at this point the pools will come online and start hitting most of the blocks... if done right no pool will  have over 50% hash this early.

Keep any "bonus blocks" from block 1 - 200 (or higher) so both solo miners can get lucky and pool miners get lucky.

Again this is just my advice.  Take it for what its worth.
This. Is. Perfect.

1. Make sure the wallets works and all the relevant files are included when you create a zip file.
2. Mine 10 blocks for yourself to see that it works and the blockchain is formed. If there is 1 block for every minute then do it 10 minutes before launch. Mine it at low hashrate (250khs) as you will be the only one mining to prevent difficulty rising.
3 Make sure you have all the relevant information on your thread ready.
4 Launch it. No need to announce it as it causes too much hassle.

Free market dictates just that. Some will see it first and others later, that's life. Can't please everyone.

Absolutely no pools until difficulty rises above 5.

I say minimum 24 hours, max 7days. If the developing looks solid and the design looks great, I think people would be willing to wait 7 days. Beyond that, people start to lose interest and the coin gets forgotten about ... for example, Blucoin.

no pre launch maybe
tell no one shit. just launch
but than if someone in the dev team leaks it someone will get a head start.

But if you announce to enough people, everyone will have a "head-start" or rather equal opportunity

Pre-ANNs are fine if done correctly.

DO NOT delay under any circumstances. If you announce a particular time you MUST launch at that time. Not doing so will bring down BTCtalk as we have seen time and time again. If this was my site I would ban Pre-Ann all together since it seems that no one can get it right.

Lacking pre-anns is pretty unfair though. Definitely limits the starting hype of any coin.

The earlear - the better. No?

Well then only a select few will see your coin right before launch, giving them an advantage. No?
