Is anyone currently providing a standardized oracle service for the Bitcoin Blockchain?  Who?  Link?

Chainlink is doing exactly that. It´s an ERC 20 Token.

Chainlink had work in the past with SWIFT, but no partnership announced.
Chainlink launched the testnet last week.

Not sure what specifically you're looking for, but Oraclize has been doing this for a while (it does both Bitcoin and Ethereum - some of the DApp examples you find on their website are Ethereum based but they do both).
