The dead individual was an American citizen, and he was killed while inside the rebel (Lugansk People's Republic) controlled area near Pryshyb. So I believe that the rebels will have to answer for it.

This is appalling. The OSCE is perhaps the only independent organization operating in the Donbass frontline. They are neither pro-Russia, nor pro-Kiev. Both the sides must make sure that their vehicle convoys are not attacked.
In fact, the work of this organization has a lot of questions. As Russia and Ukraine have been accusing the OSCE of inefficiency and reconnaissance activities in respect of both the warring parties.
